Secondary Developments There has been a slight increase in the level of known terrorists but there is not enough hard intelligence to raise the National Threat Level. The security planned for the convention is in line with the current threat level. The HVAC system in the convention center was broken but was repaired in the weekend leading up to the convention.

The repairs had been contracted out to a new company not previously used by the convention center.   In addition to the conference, there are a number of other events taking place in the Montgomery area that are expected to draw huge crowds . There are 2 other major conferences also happening during that week and a sporting event and a concert from a big-name performer both scheduled for the coming weekend.

Reflection Questions Assessment Is there enough evidence to suggest something is wrong? What are the possible causes for the respiratory illness?

Are there laboratory studies available that can confirm a biological event has taken place? What are potential treatment options? What could be done to gain control of the situation quickly? At what point would you start to consider if this is still a natural outbreak? What additional information would you need to make this decision? Action What is your first decision?

What is your course of action? How can you integrate the information you have to develop situational awareness? How do you prevent further spread of the disease? At what point do you want to consider restricting the movement of people? How do you enforce the restriction of movement? Communication When and how do you inform the public? How much sensitive information do you release?

Collaboration If you do feel like there is the chance of a terrorist attack, how do you preserve the integrity of a potential crime scene? At what point do you request federal assistance? From what agencies? Would you recommend mass prophylaxis with antibiotics? What do you do with those who refuse the antibiotics? Should you request a push package of the Strategic National Stockpile (SNS)? If so, how would you mobilize this resource?
